Working knowledge is generally accumulated from information obtained from data analyses. A franchise system generates volumes data every day from various applications systems, for example, the Front Office Operation System at the Franchisee Unit shown in Table 2 . At the end of each business transaction, billing, customer tracking, inventory control, and labor all generate enormous amount of data. At the end of day, a report is sent through the communication system to the franchisor headquarter to summarize the daily business transactions such as total sale, total cost of raw materials, and total cost of labor. If the report is not received after a pre-determined time, a message is triggered to request prompt actions by the franchisee.

Traditional concepts are changing in this era of globalization as countries are competing to attract foreign investment and a skilled workforce, said Jorma Routti, a Finnish professor who is currently a World Bank consultant. And since investment brings along jobs, it is key to bolstering an economy, he told The Peninsula on the sidelines of a workshop being held to discuss a draft action plan to make Qatar a knowledge-based economy. Multinational corporations are an effective vehicle of knowledge transfer across the globe, said Routti after presenting a paper on Finland's transition from a struggling economy dominated by forest-based industries in the early 1990s to becoming completely knowledge-oriented. The knowledge component in an economy improves efficiency. Qatar, he said, was already investing hugely in knowledge and the expenditure on research and development here was 2.5 percent of the GDP. However, the small size of the Qatari market remains a major constraint. Technology here will be mostly needed by the hydrocarbons sector, said Routti. Some questions like a possible switch to renewable energy over the long term and stress on new and innovative water desalination technologies are quite pertinent from Qatar's viewpoint. But Qatar is changing for the better due to the increasing demand for energy worldwide.
